No, Emacs now works successfully.
This was the report:
Today's CVS snapshot, Fri, 2003 Aug 1 12:23 UTC
GNU Emacs 21.3.50.17 (i686-pc-linux-gnu, X toolkit)
configured
--with-type1
--prefix=/usr/local
--with-sound=yes
When run on a root-owned directory with permissions
drwxr-xr-x
by a non-root user, dired with the optional SWITCHES arguments `alR'
fails...
I just checked.
emacs -q --no-site-file --eval '(blink-cursor-mode 0)
now works, using

GNU Emacs 21.3.50.166 (i686-pc-linux-gnu, GTK+ Version 2.2.4)
configured
--with-type1
--with-x-toolkit=gtk
--prefix=/usr/local
--with-sound=yes
[note this instance was configured with GTK]
