I just checked 
I have the setting 
,----
| org-time-stamp-custom-formats is a variable defined in ‘org.el’.
| Its value is (" %d.%m.%Y " . " %d.%m.%Y %a %H:%M ")
`----

But this as I understand only effect via 
‘org-display-custom-times’ the representation. 

It does not help me to recognise  28.04.2020 as a European date.
