Thank you, after C-c on the property line it works as expected. I was confused that export worked as expected and forgot that execute buffer may require activating just added lines.

I was lucky enough to avoid a pitfall with a blank line above property drawer. Usually I add empty line at the beginning of a file unless a shebang is required.
