Recursive publish bug?

I’m using version 9.4.6.  See below what happens when I `org-publish`
to a remote server.  The subdirectory structure is not properly
mapped.  Is this a bug?

On my system:

    project
      .dir-locals.el
      index.org
      images
        a.jpg
      subdir
        index.org
        images
          b.jpg

Result on the server:

    project
      index.html
      images
        a.jpg
        b.jpg
      subdir
        index.html
