Yes, but QUTE_FIFO variable is only available for the userscripts called
from inside qutebrowser. Probably, there is some way to obtain FIFO
location, but I am not aware about it.

You can indeed send commands to qutebrowser from Emacs.
Here is an example how I did it:

I don't think that you can easily obtain information that way. AFAIK,
FIFO is only for sending commands.
On the other hand, there is in-progress plugin API. That should be more
powerful once released. I think it is usable even now, but there is no
official documentation yet (which didn't stop some people from using it).
