Whoa: some of what you describe exists (see e.g.
https://sfconservancy.org/blog/2016/jul/19/patrick-mchardy-gpl-enforcement/),
but it is a distant outlier. Calling it "average" is as inaccurate as
calling Pele an "average" footballer.
