8.3 seems to fill multi-paragraph footnotes wrong.
perhaps i misunderstand a footnote syntax change?

i always use inline footnotes. i always prefer them to
allow multiple paragraphs the way old org did and have a
filter to support that. they do not work either. i
converted to non-inline footnotes for this example.
