You can use org-lint for this.

Look at publishing instead of exporting to html which works with
missing links.

I have the following in my emacs.org which makes it possible to publish
all org files to html in the folder ./pubHTML/ which is equivalent to

#+begin_src emacs-lisp 
(setq org-publish-project-alist
         :base-directory "./"
         :base-extension "org"
         :publishing-directory "./pubHTML/"
         :recursive t
         :publishing-function org-html-publish-to-html
         :headline-levels 6
         :auto-preamble t)
