[O] refile fails to refile to same name headline

hi all,

i have this for refile targets:

`(
    (org-agenda-files :tag . "refile")
    ((,(substitute-in-file-name "$dorg/blog.org")) . (:level . 1))
    )

i have e.g.

  * try this
  * try this                             :refile:

when i try to refile the first to the second, it does not show as a candidate.

perhaps this was an attempt to prevent refiling to the same headline,
but it seems that it also prevents legitimate refiles to headlines
with the same name. i think this is a common need, for example when
you have collected links at various times.
