Odd. With my full .emacs file.
C-c C-e h (and nothing happens at all)
h again and (if it's working) I get the message 'Wrote /dir/file.html'

With no .emacs the first h produces message
HTML export done, pushed to kill ring and clipboard
h again and the h is 'entered' into the current buffer?
