No, it's not possible (what would be the destination of such link
anyway?). Though, the current implementation of ox-bibtex.el (latest
posted in this thread) should split

  \cite{foo1999, foo2002} 

into:

  [<a name="#foo1999">foo1999</a>][<a name="#foo2002">foo1999</a>]

Isn't it the correct behaviour?
