I am embarrassed to admit this in public, but my problem was that I 
had:

(add-to-list 'load-path "~/.emacs.d/org-mode") 

instead of:

(add-to-list 'load-path "~/.emacs.d/org-mode/lisp")

in my init.el.

I hope that your solution is as simple.
