I found the problem. In fact I forgot there's a hook 
(add-hook 'org-mode-hook
          (lambda ()
            (org-set-local 'yas/trigger-key [tab])
            (define-key yas/keymap [tab] 'yas/next-field)
            (if (member "XeTeX" org-todo-keywords-1)
                (setq org-latex-to-pdf-process
                      '("xelatex -interaction nonstopmode -output-directory %o 
%f")))))

As org-latex-to-pdf-process is not a buffer-local variable, the value is
changed after the first exporting.

Now to get the outline slide, I just
(setq org-latex-to-pdf-process
  '("xelatex -interaction nonstopmode -output-directory %o %f"
    "xelatex -interaction nonstopmode -output-directory %o %f"))
