[Orgmode] bug: footnotes look in comments

If you put a commented partial footnote in an org file and export, the
exported text will be corrupted.

Example:

This is a line of text.
#(fn::this is a footnote

===

If you later have a link in the text, a closing bracket in the link
will put the output out of order.
