I cannot reproduce this. With...
(setq org-support-shift-select 'always)
...shift and the arrow keys correctly select a region.
GNU Emacs 24.0.50.1 (x86_64-unknown-linux-gnu, GTK+ Version 2.22.1)
of 2010-12-11 on archdesk
Org-mode version 7.4 (release_7.4.195.g4821)
