You might also be interested in block agendas (see "10.6.2 Block agenda"
in the manual) if you want the normal TODO items to show up above or
below your normal agenda.

I use a custom block agenda to show (in this order):
- the normal agenda
- the contents of my inbox
- normal TODO items tagged URGENT and IMPORTANT
- normal TODO items tagged IMPORTANT
- normal TODO items tagged URGENT
- normal TODO items not tagged URGENT or IMPORTANT
