I am not able to re-produce this. This is what I get when I simply cycle
through states.

* DONE Test header
  CLOSED: [2010-09-07 Tue 15:11]
  :LOGBOOK:
  - State "DONE"       from "TODO"       [2010-09-07 Tue 15:11]
  - State "TODO"       from "WAITING"    [2010-09-07 Tue 15:11]
  - State "WAITING"    from "TODO"       [2010-09-07 Tue 15:11] \\
    Next
  - State "TODO"       from "WAITING"    [2010-09-07 Tue 15:11]
  - State "WAITING"    from "NEXT"       [2010-09-07 Tue 15:09] \\

  - State "WAITING"    from "NEXT"       [2010-09-07 Tue 15:09] \\
    Waiting

Am I missing something? Can you reproduce this on a minimal header?
