How can I replace [htb] with [H] (during the export itself?)  It is
required by "float" package to ensure that floats appear where I want
them to appear.  Is there an option that controls that?

No problem.  Since I only want H all the time, I have modified
org-export-latex.el in a local git branch.

I should be able to maintain my patch on top of your updates quite
easily.  Git is good. :)

There is even an Org-mode FAQ about this very issue.
