Hi, I'm seeing a problem with TODO states in the latest org-mode version.
.emacs file to reproduce the bug::

The file /tmp/test.org must exist, but its content doesn't matter; it can be
empty.
Sequence to reproduce the bug:
1. open emacs
2. C-c a a
3. You get this error:
