I would vote for something very simple:
<S-up> increases priority, <S-down> decreases priority.
<S-up> : nil -> [#A] -> [#B] -> [#C] -> nil
[#A] -> [#B] -> [#C] -> nil -> [#A]
[#B] -> [#C] -> nil -> [#A] -> [#B]
[...]
<S-down> : nil -> [#C] -> [#B] -> [#A] -> nil
[#A] -> nil -> [#C] -> [#B] -> [#A]
[#B] -> [#A] -> nil -> [#C] -> [#B]
[...]
