Correction: nothing to see here. It seems ELPA somehow massages these
multi-maintainer specs, and I just failed to notice. Indeed, changing
your `package-archives' to
(("devel" . "https://elpa.gnu.org/devel/"))
and browsing the latest lineup proves this. Apologies for the noise.
