Delete obsolete variable buffer-substring-filters
* lisp/simple.el (buffer-substring-filters): Delete variable obsolete
since 24.1.
(buffer-substring--filter): Adjust for deleted variable.
* doc/lispref/text.texi (Buffer Contents): Adjust documentation
for deleted variable.
