    Allow bibtex-unify-case-function as file-local variable
    
    * lisp/textmodes/bibtex.el (bibtex-unify-case-function):
    Renamed from bibtex-unify-case-convert.  Add :safe attribute.
    * etc/NEWS: Update accordingly.
