Fix a recent documentation change
* doc/emacs/frames.texi (Mouse Commands): More detailed
description of how tilting the mouse-wheel works.
* lisp/mwheel.el (mouse-wheel-tilt-scroll)
(mouse-wheel-flip-direction): Fix the wording of doc strings.
