    Don't downcase the key binding in global-set-key.
    
    This fixes bug #37769.
    
    * lisp/subr.el (global-set-key): Provide a non-nil DONT-DOWNCASE argument to
    read-key-sequence.
    
    * etc/NEWS: Add an entry for this change.
