    * make-dist: No more lib-src/grep-changelog.
    
    * INSTALL: No longer mention grep-changelog.
    
    * admin/quick-install-emacs (PUBLIC_LIBSRC_SCRIPTS): Remove, and all uses.
    
    * admin/authors.el (authors-valid-file-names): Add grep-changelog.
    
    * etc/NEWS: Mention this.
