Misc small frame/window doc
* src/frame.c (frame-alpha-lower-limit, frame-resize-pixelwise):
* src/window.c (window-resize-pixelwise): Doc fixes.
* etc/NEWS: Related edits.
This including unmarking some items marked as ---, where it it not
clear to me that no doc updates are needed.
