Yes.  With blink-cursor-mode off, I see it happening only once.

It mostly stays an arrow, but there's a fraction of time where it
changes to hand.

Thanks for checking.  Just to be sure, did you try it with point inside
the overlay? Because I only see the back and forth change with point
inside the overlay, otherwise there's no battle: the pointer stays an
arrow.
