Since GNU ELPA says it is for Lisp packages, I think it would be kludgy
to store a different sort of data in that repo. It would be cleaer to
make another separate repo using the same mechanism. That would be
conceptualy clearer, and wouldn't be much additonal work.
However, if we want these Info files to for use with standalone Info too,
them it certainly needs to be a separate repo.
