I agree, this would be a useful feature.

Despite a hint of self-promotion I'd like to point out a minor mode I
wrote a long time ago: http://iki.fi/petterih/cwm-mode.html
It can do something like that, though not exactly.
Having a general facility built into Emacs would be better.
