No.  Sacrificing a free key to a new default
binding isn't necessarily about upsetting
anyone's workflow.  (But yes, that's likely.) 

It IS necessarily about expanding the frontier
of DefaultEmacsLand.  The remaining unclaimed
territory is a scarce resource, now more than
ever.  That aquifer's nearly drained already.

Whether some key binding is already used by
someone, or by many, is a different problem.

Emacs's grabbing more territory for default
bindings is a bigger problem than exercising
its Eminent Domain over this or that person's
binding. 

Binding `C-x 4 <arrow key>' doesn't interfere
with my workflow, but I still spoke up against
sacrificing `C-x 4' with <up>, <down>, <left>,
<right>.
