I fail to see the purported distinction between such ``releases'' and
generating a snapshot from

  https://git.savannah.gnu.org/gitweb/?p=emacs.git;a=snapshot;h=emacs-29;sf=tgz

After all, downloading a tarball from a web URL scarcely requires any
intimate knowledge of Git, a skill even Emacs developers have in short
supply.

No more than running:

  ./make-dist --snapshot --no-check

from the root of the Emacs repository, after running the autogen stuff.
