But what if you don't define `compile-zeroth`, and you keep:

    compile-first: $(COMPILE_FIRST)

and

    %.elc: %.el $(COMPILE_ZEROTH)

?

Maybe I'm confused but IIUC none of what you tried corresponds to just
not using the above hunk.
