Is this expected, and if so, why aren't these trampoline files put
under native-lisp/ directory in the build tree?  I presume that these
trampoline files need to be installed together with the rest of *.eln,
or else the installed Emacs will not work, right?

Is this a 32-bit build? I saw the same issue when I built on 32-bit Cygwin, but not when I built on 64-bit Cygwin. I don't remember which system I used when I created the tarball (i.e., when I byte-compiled the elisp files). It shouldn't matter, but Paul's report in Bug#51104 makes me wonder.
