I see the same as Tom with Xmonad.  In an empty workspace:

0. emacs -Q
1. C-x 5 2
2. M-x
   [Minibuffer is current.]
3. Alt-tab
   [*scratch* is current.]
4. Alt-tab
   [*scratch* is still current.]

In Emacs 27, the last step leaves the minibuffer current.
