Also, it may not even occur to the developer to include the code
in emacs, because it works for him and he's happy with it.
Is there an actual effort too seek out prospective packages and ask the
code owners to include it in emacs? Or is it left to the chance
that it occurs to the developer?
What about current popular packages outside Emacs? Were those developers
all asked?
