I'd rather not (at least, not yet).
I'm not very confident that these are the functions are want in the API
for the third-party code to use, and for us to support in the coming
years. I'm hoping to take care of this before the Emacs 27 release, however.
regexp-to-extended, by the way, could use a separate package.
