`fill-paragraph' after citation in message-mode garbles “>” prefixes

`fill-paragraph' inside a citation only fill the citation keeping the
“>” okay …on the citation line it doesn’t justify the following
citation …but trying it *after*, if no blank line letted before, will
incorrectly garble the citation with the citation line and not respect
the “>” prefix, filling it altogether the rest of the citation.
Citation line:
> Nullam eu ante vel est convallis dignissim. Fusce suscipit, wisi nec
> facilisis facilisis, est dui fermentum leo, quis tempor ligula erat
> quis odio.
Try to fill here. Nullam eu ante vel est convallis dignissim. Fusce
