Do we have away to add an external package to elpa? I'm thinking MELPA style, 
where you just point ELPA to the appropriate repository and it pulls from there.

Then an automated process would build elpa.git from all these external repos.

And it could be fine to restrict these repos to be on Savannah, for example.
