I found that discussion here: https://debbugs.gnu.org/23372and it concluded with your agreeing that there was no need for a defcustom in 25.1, and that we could wait until after 25.1 was out and then see whether a lot of Emacs users were unhappy with the situation.
Again, I don't care whether it's a defcustom. You and Eli get to decide (not me, thank goodness :-).
