It would be reasonable to come up with an interface for that, perhaps listing the quoting styles and options. It's not clear that the UI should list languages too -- although that might help, the controversies might be more trouble than they're worth.
Out of curiosity, in good-quality Hebrew text do you prefer top-level quoting with " and " or with „ and “? (I'm writing left-to-right here; of course the quotes are reversed when displaying right-to-left.)
