Second patch iteration, taking into account all comments by Paul Eggert.

* doc/lispref/hash.texi (Defining Hash): Document 'sxhash-eq' and 'sxhash-eql'.

* etc/NEWS: Mention 'sxhash-eq' and 'sxhash-eql'.
