You might try reporting it to the savannah-hackers mailing list at gnu.org.Savannah has had several problems recently. I don't know the details, but I expect it's the usual situation with denial-of-service attacks. For what it's worth, I just now ran the above command and it worked for me (reported transfer rate 4.11 MiB/s).
