Then I guess I'll change it to use a fixed filename, probably
`.dir-locals-2.el' or `.dir-locals-user.el'.
This shouldn't slow the build noticeably, unless the old dir-locals
behaviour (using a fixed filename) already took up a large fraction of
time without us knowing.
