We wait till #x1000, of course.

How about listing the open bugs each time anyone starts "emacs -Q"?
A useful first step might be arranging for some job to send a message
to emacs-devel summarizing the bug situation. XEmacs has something
like that, see the xemacs-beta list for an example.
