IMHO this is the issue first discussed in

http://lists.gnu.org/archive/html/emacs-devel/2015-11/msg01610.html

also causing bug#22012.  Master/trunk is unreliable to build and work
with until the undo-related issues get fixed as for the emacs-25 branch.
