IIUC your question, the issue is whether (substitute-command-keys "'") returns "'" or "’". It does the latter now.
I'm fine with that, e.g. because it simplifies our ability to keep straight quotes (or some other markup) in the source code and show the curly quotes to the user.
But it seems to be too much to expect Paul to toe that line. The frog is pretty much boiled by now.
