I would rather think of it as adding that kind of functionality to the
web browser version. It is the functionality that is important, of
course, not how it will look.
All those years that info has been developed and married with the
content has given a lot of experience, useful experiences. For me the
question is: Can we transform that knowledge to that web browser
version? That might help not only Emacs, but also other projects.
Of course that has to be merged with the internet search that is now
the main way for people to search for information.
This is not an easy project. Because of that there is no room for quarrels. ;-)

A very common situation. A very important type of situations.
I would say implement part of it. And then talk carefully about the details.
