I think I understand this now.
It could be a good distribution format for use by a specialized Info
reader, but would not be usable by ordinary web browsers.
Thus, I think it is still a good idea to develop an HTML-Info format
that would be usable by ordinary web browsers, but would have stylized
constructions so that a specialized or customized browser could provide
all the user-level features of an Info browser.
