How do I tell?

I see the same for savannah.gnu.org, github.com, and
www.facebook.com/GitHub. If you have other https sites you want me to
check, please tell. But it looks like this happens for pretty much
any https URL. And in each case, Emacs does show me the authority
that issued the certificate, but always claims that "certificate
signer was not found" and "certificate could not be verified".
